Due to these factors, Afghanistan has not been a candidate for EU membership, and it does not meet the requirements for EU membership.<\/p>\n<h2>EU enlargement<\/h2>\n<p>The European Union has expanded several times during its history, and new member states have been included when they have met certain criteria. These criteria include, among others, stable democratic institutions, a functioning market economy and the ability to implement EU legislation.
